A launch ceremony for the Constitution week legal publicity campaign in Conghua was held on Dec 4 at the Xitang Constitution Museum in Aotou town, marking Conghua's celebration of the eighth Constitution Day in China.

The ceremony began with district government officials taking an oath to the Constitution in front of the national flag, which was followed by performances themed on the rule of law from various units including the district judicial bureau, court, police station, and procuratorate.

Following the launch event, all units and townships in Conghua will carry out legal education activities in the "seven areas"- rural areas, communities, campuses, government organs, enterprises, barracks and the internet.

Xitang village has been carrying out legal publicity activities during Constitution week for four years in a row, and has become a demonstration village in this area.

On Dec 4, 2018, the Xitang Constitution Museum was unveiled. It is China's first Constitution exhibition hall to be built in a rural area, as well as the first Constitution hall in Guangdong province. Documents, images, cartoons and interactive exhibits are used to provide targeted and effective education on the Constitution to different audience groups. Since its establishment, the museum has received 506 group visits with over 20,000 visitors. Xitang village has been named as a demonstration village on the rule of law at both the provincial and national levels.

A rule of law cultural square was also established in Xitang to provide legal knowledge closely related to villagers' daily lives, such as the Constitution, as well as laws on marriage, inheritance and the protection of minors. A rule of law education base for youth was also established that includes a moot court and a rule of law-themed corridor. A circuit court was established in cooperation with the district court and hearings are open to the public regularly as a means of public education.

To fully tap the educational function of the museum, the district judicial bureau and education bureau worked together to develop a study tour route for schools in the district. It includes the Constitution museum, the rule of law cultural square, the drug control center and the moot court.

According to the village Party chief, rural construction under the rule of law has elevated villagers' legal awareness and significantly reduced disputes. A better rural environment is thus attracting more investment to the village and bringing prosperity to the locals. Over 20 renowned enterprises have landed in Xitang and contributed to Xitang's economic development.

Conghua attaches great importance to legal education and popularization of the Constitution, and has been promoting district management in accordance with the law, striving to improve governance capacity and capability, as well as institutionalize and legalize all work areas.

Conghua, together with its villages and townships, have ranked high and won multiple awards for work related to the rule of law at the national, provincial and municipal levels.
