Lyutian tribunal named 'most beautiful people's tribunal'
Lyutian Dispatched People's Tribunal of Conghua People's Court in Guangzhou, Guangdong province, was named as one of the "10 most beautiful" people's tribunals in Guangdong, according to a recent release from the Guangdong High People's Court.
Located in Lyutian town, which is the only old revolutionary base in northern Guangzhou, Lyutian Dispatched People's Tribunal is the most remote tribunal in the mountainous area of Guangzhou, about 120 kilometers away from downtown Guangzhou. Its consistent high-quality judicial service provided to the jurisdiction over the years has yielded multiple acclaims, including national advanced group in people's tribunal work and the most beautiful court in Guangdong.
Litigation-source governance to achieve community harmony
The tribunal adheres to a principle of non-litigation dispute resolution mechanism-first, aiming to create a neighborhood with less litigation.
A mediation team comprised of members from the tribunal, the township comprehensive management center and the judicial office was set up to provide online mediation services to local residents. Since its establishment, the virtual team has resolved 72 cases involving issues concerning agriculture, rural areas and farmers, domestic and neighborhood disputes, with a success rate of over 80 percent. Lyutian town has the lowest litigation rate per 10,000 residents among townships in Conghua. With a population of 33,000, there are merely around 100 civil cases at average filed each year in the jurisdiction. Moreover, the tribunal has set up circuit case handling offices at remote villages in order to provide "one-stop" judicial services to locals, including onsite filing, mediation, hearings and law education.
Combine traditional and modern ways to achieve a "smart tribunal"
Based on local people's actual needs, Lyutian Dispatched People's Tribunal has updated its one-stop litigation services, such as by providing cross-regional and cross-level registration services at its case filing window. Electronic inquiry services were provided for Guangzhou registered residence population information inquiries, real name inquiries on the three major mobile operators' users, and business registration information inquiries. Since last March, the tribunal has intensified work on checking real name registration for mobile numbers in a bid to increase e-deliverability. The delivery rate had increased from 40.23 percent in February to 93.32 percent in October, and still continues to increase.
Targeting middle-aged and young groups, internet litigation services such as online filing and online hearing were promoted. Among the elderly, on-door filing and mediations were carried out to achieve onsite trials via mobile digital courts.
Escort rural revitalization and integrated urban rural development
Over the years, the tribunal has been working to improve the linkage mechanism with various governmental departments and actively participated in social governance within the jurisdiction to ensure stable development.
The tribunal provided targeted legal services in terms of village-enterprise cooperation and new rural construction to boost work on rural revitalization in the area.
Eye on ecological protection
With a forest coverage rate of 84 percent, Lyutian town shoulders the major task of ecological protection.
When villagers had misunderstandings regarding the government's environmental protection projects, the tribunal proactively applied a multi-channel dispute resolution mechanism and conducted onsite mediations, which resolved the disputes and secured the implementation of the projects.
