As a key project in boosting the coordinated regional development of Guangzhou, the capital of South China's Guangdong province, the construction of the Huangpu-Conghua industrial joint construction cooperation zone commenced in 2020. 

It was emphasized at the 16th plenary session of the first Conghua district committee of the Communist Party of China, the project's first phase will be propelled by focusing on the construction of the supporting facilities of Gaohu Road, Taiping Avenue and the Fenghuangcheng overpass, so as to build a group of advantageous industrial clusters and create a model of regional urban-rural development. 

"Three sections and three corridors"

As a radiation area for the industrial extension and spatial expansion of Sino-Singapore Guangzhou Knowledge City, the cooperation zone is expected to become a demonstration zone of coordinated industrial development and to address the issue of unbalanced and insufficient regional development within Guangzhou.

The zone is composed of three sections. Among which the Mingzhu section is about 1,000 mu (66.67 hectares) in size and focuses on the integrated development of biomedicine and medical cosmetology. The 3,000-mu Minle section focuses on new energy auto-parts manufacturing. The Taiping section is about 12 square kilometers in size and aims to become a demonstration zone of industrial-urban integrated development. 

Industrial cooperation needs a linked transportation network. According to city planning, the zone will be connected by Taiping Avenue, Gaohu Road and the Conghua-Huangpu Highway. The Conghua section of the Conghua-Huangpu Highway started construction in October 2020, with the first phase expected to be completed and open to traffic in 2023. The Gaohu Road project started in December 2020 and is expected to be completed in 2022. The Taiping Avenue project started last June, and, with a total length of 12 kilometers, will be upgraded into a first-class highway and urban main road. The three roads will connect Conghua downtown to the outside world and serve as a fast channel of bidirectional communication on talents, logistics, information, finance and technology.

Fully propelling the zone's high-quality construction

As stated in Conghua's 14th five-year plan (2021-25) and the long-range objectives through to the year 2035, Conghua will take the construction of Huangpu-Conghua industrial joint construction cooperation zone as an opportunity and strive for support in streamlining administration and delegating power from provincial and municipal level, amplify the policy bonus as a national development zone and national pilot zone of urban-rural integrated development. 

Conghua will proactively participate in the construction of Sino-Singapore Guangzhou Knowledge City and speed up construction of the Taiping section on its knowledge-based economy, as well as promote inter-connected infrastructure and balanced development. 

It will also propel the construction of the Mingzhu and Minle sections and focus on incubating a group of advantageous industry clusters, which will drive an upgraded development of the zone to the national level. 

The district will further implement a series of transportation network projects to support the economic development of the zone.
