The circular recognized the work across the province in coordinating control and prevention of the COVID-19 epidemic and rural economic and social development, saying that the goal of achieving significant progress in rural revitalization within three years was achieved. Yet weak links still exist in rural infrastructure construction, public services, the living environment and high-quality development of rural industries, it said.

The circular called for the strengthening of the Party's leadership in work on agriculture, farmers and countryside, solidifying and expanding the effective transition from poverty alleviation achievements to rural revitalization, and building a high-quality and diversified, modern rural industrial system.
