The second congress of the Communist Party of China (CPC) in Conghua district of Guangzhou, capital of South China's Guangdong province, was held at the end of September. 

The two-day congress elected the second CPC Conghua district committee, second district discipline inspection commission of the CPC and representatives to attend Guangzhou’s 12th CPC congress. The resolutions on the first district committee's report and the work report of the first district discipline inspection commission were passed at the congress.

Liu Zonghui, Party secretary of Conghua, delivered the report of the first CPC district committee which reviewed the work in the past five years, summarized the practices and experiences of propelling economic and social development, decided the phased characteristics of Conghua’s development and put forward the guiding theory, objectives and main tasks of the work to be done in the next five years. 

The congress emphasized learning, promoting and implementing the spirit of the second district Party congress as important tasks and measures for the implementation of the decision and deployment of the CPC Central Committee and work requirements of the provincial and municipal committees; innovating and exploring new ideas and methods in propelling high-quality development; holding on to original aspirations and striving for a better life for the people and achieving high-quality development via high-quality Party building.
