Notice on COVID-19 Prevention and Control at 130th Canton Fair

Distinguished trading delegations/sub-delegations, buyers' groups, chambers of commerce for import and export, and foreign investment associations:

To prevent and control COVID-19 at the 130th Canton Fair and ensure the safe and smooth holding of the Fair, according to relevant epidemic prevention requirements of Guangzhou municipality and Guangdong province, we hereby kindly inform you of our epidemic prevention and control arrangements as follows. Please kindly obey to these arrangements to ensure effective epidemic prevention.

I. Objective

Strictly implement epidemic prevention and control measures according to the general requirements of preventing imported cases and domestic resurgence, putting prevention first, strictly regulating people and goods and preventing other diseases at the same time with clear, scientific and precise division of labor. Prevent and defuse risks and hidden dangers. Deal with emergencies in a timely manner. Minimize the impact of COVID-19-related risks immediately. Ensure the successful holding of the 130th Canton Fair with no COVID-19 spread in communities and no clustered outbreak related to the 130th Canton Fair.

II. Requirements

(i) Recognize the special significance of successfully holding the 130th Canton Fair under the current circumstance

This year marks the centenary of the founding of the Communist Party of China. It is also the beginning of a new journey to build a modern socialist country in all aspects and the first year of the 14th Five-Year Plan. As the Fair marks its 65th anniversary and will be held both online and offline for the first time, it is of great significance to successfully hold the 130th Canton Fair. All relevant parties should make careful preparations and thorough arrangements with high senses of political responsibility and historical mission, and make unremitting efforts to prevent and control the epidemic, to make the 130th Canton Fair a distinctive, high-level and fruitful event.

(ii) Strengthen organizational management, fulfill primary responsibility, and spare no efforts in epidemic prevention and control

Epidemic prevention and control is the top priority of the Fair. Relevant parties should fully understand the importance of epidemic prevention and control. Relevant organizers of participants should bear the primary responsibility for their participants and ensure comprehensive epidemic prevention and control. Specific requirements are as follows:

1. Formulate epidemic prevention and control plans and emergency plans, fulfill relevant requirements of Guangzhou and Guangdong, comply with relevant regulations on epidemic prevention and control in the Canton Fair Complex, and give timely emergency response;

2. Set up a special shift of staff for epidemic prevention and control and designate 1-2 contact persons for epidemic prevention and control to communicate with the Canton Fair and report relevant information;

3. Strengthen the administration of participants, track their health status, and ensure zero fever case.

III. Major Measures

(i) Strict review of key personnel

1. Chinese participants. The following participants are not allowed to participate in the Canton Fair: Those who travel to and live in prefecture-level cities (districts) of medium- and high-risk areas in China within 14 days; Those who contact with COVID-19 cases (confirmed cases or asymptomatic cases) or suspected COVID-19 cases within 14 days; Confirmed cases who have been cured and discharged from the hospital or asymptomatic cases who have been released from centralized isolation and medical observation but are still under follow-up visit or medical observation.

2. Foreign arrivals. Foreign participants should meet China’s isolation and testing requirements for preventing and controlling imported COVID-19 cases, which include 14-day centralized isolation plus 7-day isolation at home (hotel) for medical observation (those who cannot arrange home-based isolation should undergo 21-day centralized isolation for medical observation), and take nucleic acid testing as required.

3. Hong Kong arrivals. In principle, Hong Kong arrivals should obey the current prevention and control policies for inbound travelers, including 14-day centralized isolation plus 7-day home-based health monitoring (those who cannot arrange home-based isolation should undergo 21-day centralized isolation).

4. Macao arrivals. Macao arrivals should obey the current prevention and control regulations on Macao arrivals. If a local COVID-19 case is reported in Macao 14 days before the 130th Canton Fair, the prevention and control measures for Hong Kong arrivals will be adopted.

5. Taiwan arrivals. Taiwan arrivals should obey the current regulations on centralized isolation and testing for the prevention and control of imported cases.

(ii) Vaccination

Participants herein refer to guests who participate in important activities on behalf of their respective regions and organizations, exhibitors, buyers, staff, media practitioners, service providers, exhibition booth setup and dismantlement workers and so on (the same below).

1. Participants from the Chinese Mainland, Hong Kong and Macao are required to finish the vaccination process 14 days before their entry into the Canton Fair Complex if they are eligible for vaccination, and foreign nationals are encouraged to finish the vaccination process 14 days before their participation (foreign nationals must have resided in China for at least 21 consecutive days before their participation).

2. Organizers of participants should bear the primary responsibility for vaccination, check their vaccination status, and actively communicate with local health departments to arrange timely vaccination of unvaccinated participants.

(iii) Nucleic Acid Testing

Participants from outside Guangdong Province should take nucleic acid testing valid within 48 hours and get a negative result before their departure, and should take another nucleic acid testing on the day entering Guangdong Province. Participants from Guangdong Province should take nucleic acid testing twice in 3 days in Guangdong Province before their participation. All the participants should have a valid and negative result for nucleic acid testing in Guangdong Province within 48 hours every time they enter the Canton Fair Complex during the Fair. Special personnel with a high risk (specific requirements will be further notified) should take daily testing.

(iv) Health Management

1. All relevant parties should collect, record and review all the information of participants, including valid nucleic acid testing results, personal health monitoring (see Attachment 1 and Attachment 2 for health monitoring form templates for individuals and organizations), letter of commitment, vaccination status and other core information, and keep them for future reference.

2. Before claiming badges of the Canton Fair, all relevant parties should submit a letter of commitment (see Attachment 3 for the template) to the Registration Center of the Canton Fair, and guarantee in the name of the organization that the health information provided by their participants to the Fair (including the information filled in the Canton Fair Section on the WeChat app Suikang (穗康)) is true and effective.

3. All parties should urge their participants to take personal health monitoring, recording and report for 14 days before their entry into the Canton Fair Complex. From October 2 to the end of the Canton Fair, all the participants, media practitioners, construction workers, volunteers, etc. are required to take personal health monitoring, recording and report in advance and should not to leave Guangzhou.

4. It is suggested that all the relevant parties should try their best to arrange centralized accommodation for their participants and make closed-loop management between places of residence and working places.

5. Participants are not allowed to enter the Canton Fair Complex if they have symptoms such as fever, dry cough, fatigue, decline or loss of smell (taste) sense, nasal congestion, runny nose, sore throat, conjunctivitis(pink eye), muscle pain and diarrhea before their entry into the Canton Fair Complex. They should report relevant information to their organizers and seek medical treatment immediately. If they have any of the above symptoms after entering the Canton Fair Complex, they should go to the medical center in the Canton Fair Complex immediately.

(v) Canton Fair Section on Suikang

Participants should log in Suikang, a WeChat app, in advance and get their Yuekang Code (粤康码) (Guangzhou). They should fill personal epidemic prevention information in the Canton Fair Section on Suikang. Before claiming their badges of the Canton Fair, they should report their vaccination records and their residence address in Guangdong, sign Letter of Commitment, and submit the 14-day personal health monitoring record before their entry into the Canton Fair Complex.

(vi) Entrance Check

Steps for participants to enter the Canton Fair Complex: 1. Temperature measurement; 2. badge and code check; 3. Security check.

At this session, the Canton Fair links Yuekang Code data with badge data of the Canton Fair. When the participants take the entrance check, the validity of their badges, real-time status of their Yuekang Code (Guangzhou; green code), valid and negative results of nucleic acid testing in Guangdong within 48 hours, vaccination records of the COVID-19 vaccine 14 days before their participation, signing of the Letter of Commitment, etc. will be checked at the same time.

(vii) Supplementary Activities

1. Supplementary activities should be reduced as far as possible. Only necessary activities should be held and all the activities held should prevent and control COVID-19 cases. Organizers shall determine the risk of epidemic prevention and control, control the number and scale of the activities, and bear the primary responsibility for epidemic prevention and control. In principle, supplementary activities will only be held in the Canton Fair Complex or Westin Pazhou Hotel. While fulfilling epidemic prevention and control requirements of the venue, activity organizers should formulate special prevention and control plans and implement targeted prevention and control measures in accordance with the principle “one plan for one activity,”. When an activity is held, the activity site should be equipped with necessary epidemic prevention supplies, and necessary prevention and control measures should be strictly implemented, such as temperature measurement at the entrance, social distancing of all the participants, good ventilation at the activity site and shorter duration of the activity as much as possible.

2. The information of all the guests should be well documented, and the information can be traced. All the staff and guests must register with their real names. All the participants must wear masks in the Complex, have their badges and epidemic prevention information checked, and take temperature checks before their entry.

(viii) Important Activities

Guidelines for the opening ceremony, tour, Pearl River forums and other important activities will be further notified.

(ix) Prevention and Protection Measures for Participants

1. Wearing a mask correctly at all times. All the participants must wear masks (Surgical masks are required at all times in the Canton Fair Complex). The mask should fit tightly against the face and cover the nose and mouth completely. All participants should carry spare masks with them and replace a mask when it gets wet or dirty. Masks should be discarded in special trash cans.

2. Hand disinfection. Hand hygiene measures should be strengthened and all staff should frequently wash their hands or use quick-drying hand sanitizer. They should wash their hands under running water with hand sanitizer when there are visible contaminants.

3. Cough etiquette. All participants should cover their mouth and nose with a tissue when coughing or sneezing. Cough or sneeze into their elbows when they don’t have a tissue. Used tissue should not be discarded casually.

4. Appropriate social distancing from other people (at least 1 meter) should be kept to reduce the risk of infection.

(x) Disinfection of Vehicles and Items

All the construction, transportation and operation vehicles entering the Canton Fair Complex and the items on them must be thoroughly disinfected in advance as required, and effective disinfection records (including letter of commitment on disinfection, record form and disinfection photos or videos) should be provided for future reference. If the vehicles come from or pass medium- or high-risk areas, the vehicles and the outer packages of items must be thoroughly disinfected again before they enter the Canton Fair Complex. The disinfection records of all the vehicles and items on them should be checked and documented at the vehicle entrance. Specific disinfection requirements are as follows:

Use 3% hydrogen peroxide disinfectant or 500mg/L effective chlorine disinfectant to spray or wipe the surfaces of the items on the vehicles (such as the interior surface, the steering wheel, armrests, tables and chairs, etc.) and door handles, and then clean them with clean water after 30 minutes; Or wipe them with disinfectant wet tissues that meet the COVID-19 disinfection requirements for item surfaces. Seat covers and other textiles should be kept clean and washed and disinfected regularly.

The outer packages of items on the vehicles should be thoroughly disinfected before put inside the vehicles. Use 3% hydrogen peroxide disinfectant or 500mg/L effective chlorine disinfectant to spray or wipe them, and then clean them with clean water after 30 minutes; Or wipe them with disinfectant wet tissues that meet the COVID-19 disinfection requirements for item surfaces.

After the vehicles and the items on them have been disinfected, please fill in the Letter of Commitment on Disinfecting Vehicles and Items on Them of the 130th Canton Fair and the Record Form about Disinfecting Vehicles and Items on Them of the 130th Canton Fair (see Attachment 4 and Attachment 5), and submit photos or videos of the disinfection together with completed documents at the vehicle entrance of the Complex before your entry.

(xi) Catering

Sample tasting and eating of all the beverages, foods, fruits, etc. displayed in the Canton Fair Complex are strictly prohibited. The catering area, should control the dining time, crowd flow and density, and ask consumers to eat at staggered times. Consumers should not take off their masks until the moment they eat and should put their masks back on immediately after they have finished their meals.

(xii) Emergency Response

When there is anyone with fever or other symptoms or other emergencies, all the relevant parties should cooperate and implement emergency response measures of relevant municipal and provincial departments and the Canton Fair, and make timely emergency response.

All parties are kindly requested to take the above measures for epidemic prevention and control and ensure that all the participants meet relevant epidemic prevention and control requirements before coming to Guangzhou and entering the Canton Fair Complex. If any relevant measures are inconsistent with the contents of the pre-notices (issued on September 17 and September 27), this notice should prevail. If there is any subsequent update, we will release it in a timely manner.
