Conghua further strengthens epidemic prevention and control measures

Guangzhou Conghua District COVID-19 Prevention and Control Center Notification on Further Tightening COVID-19 Prevention and Control Measures (No.2)

In line with recent COVID-19 prevention and control requirements, following the actual COVID-19 prevention situation in Conghua District, in order to effectively curb the spread the COVID-19, we hereby notify the following matters regarding further tightening COVID-19 prevention and control measures:

1. Tighten travel restrictions. All residents are advised to stay in Guangzhou and Guangdong Province unless your circumstances are exceptional. Residents who do have a pressing need to leave Guangzhou or Guangdong Province must hold a negative PCR test report obtained within 48 hours. All Party members and employees of Party and government bodies as well as SOEs and government-affiliated organizations shall take the lead in following travel restrictions and stay in Conghua District unless for work purposes.

2. Strictly implement COVID-19 prevention and control measures in public places. Entertainment and sports facilities located in enclosed spaces, as well as indoor leisure activities at tourist attractions will be temporarily shut down. Sections of tourist towns and attractions located in enclosed spaces will be temporarily shut down. COVID-19 prevention and control measures including enhanced ventilation, restricted traffic, body temperature screening, health code inspection, and face coverings will be imposed in farmers’ market, commercial areas, entertainment venues, shops, and public exercise venues. Cashless payment is encouraged. Traffic in public cultural venues (libraries, museums, cultural halls, art galleries) and outdoor sections of tourist attractions will be limited to 50% of their maximum capacity. Reservations must be made beforehand, and entries will be allowed on a staggered schedule. Passengers who commute between Guangzhou city and Conghua on Line 14 are required to go through temperature screening and wear proper personal protections. Inns, hotels, and homestays must exercise extra precautions and rigorously implement COVID-19 prevention and control measures.

3. Access control will be strictly managed by health code inspection. Following the requirement of Guangzhou COVID-19 Prevention and Control Command Center Notification on tightening COVID-19 prevention and control measures in some key locations (No.18), relevant locations must apply for an exclusive location-specific “access health code” from the local community (village) committee immediately and print out the code and put it in a visible area at the entrance. Residents entering into these places must scan (present) the health code. Community (village) committee, property management service providers must ensure the smooth progress of “health code” application.

4. Strictly control dine-in service. All public catering service providers (including food sellers offering dine-in service) shall stop providing dine-in service and provide take-away services either on-site or through online or phone orders. All internal canteens (including canteens of government and public organizations, schools, construction sites, and enterprises) shall implement COVID-19 prevention and control measures, such as conducting temperature screening at the entrance, offering dining service on a staggered schedule for different groups, taking away face-to-face seats, and using partitions.

5. Strictly follow the requirements for information reporting. Residents must be cooperative in epidemiological investigation and provide authentic, accurate personal information, health status, as well as other important information related to COVID-19 prevention and control. Residents who have visited medium- or high-risk areas, or key locations, or have come into contact with confirmed COVID-19 patients or their close contacts, must take the initiative to report to the community (village) committee or their employer. Residents must be cooperative in epidemiological investigation. When seeking diagnosis at medical facilities, residents must not conceal any travel or contact history.

6. Take precautions in personal protection. Residents should wear face masks, wash hands regularly, monitor body temperature, avoid gatherings, practice social distancing, take PCR tests as required, and take the initiative to receive COVID-19 vaccination. Residents should pay closer attention to their health status and lead a healthy lifestyle.

7. Impose accountability. Individuals and organizations that fail to implement the above measures will be held legally liable in accordance with Law of the People's Republic of China on Prevention and Treatment of Infectious Diseases,  Public Security Administration Punishments Law of the People's Republic of China, Emergency Response Law of the People's Republic of China, and Regulation on the Urgent Handling of Public Health Emergencies. This notification will be implemented on the day of its printing and distribution.
