Occupying an area of approximately 35,000 square meters on Haixinsha Island, the carnival is positioned as a key winter destination for the Guangdong-Hong Kong-Macao Greater Bay Area. Structured around the core theme of "Joy, Culture, and Creativity", it integrates Lingnan cultural elements with international entertainment and retail concepts.

On-site facilities include over 10 major amusement rides, including carousels and roller coasters, and nearly 100 skill-based game arcades. The event also features a food and shopping precinct with about 100 food and beverage brands and 50 international pop-up stores. A program of live concerts, thematic performances, and crossover art events will run throughout its duration.

With a reported total investment of 150 million yuan ($21.40 million), the carnival has developed into an integrated urban leisure destination offering immersive cultural, recreational, and shopping experiences.
