Tianhe holds high-quality development conference for promising future

2月7日，广州市天河区召开高质量发展大会，贯彻落实全省、全市高质量发展大会部署要求，进一步提振全区上下“二次创业、勇立潮头”精气神，向全社会释放踔厉奋发、大干快干的鲜明信号，以时不我待、只争朝夕、奋勇争先的干劲闯劲开启新的一年。天河区委书记谭明鹤出席会议并讲话。区委副书记、区长陈建荣主持会议。区人大常委会主任蓝小环，区政协主席邵国明出席。

The high-quality development conference of Tianhe district, Guangzhou, was held on Feb 7 to implement the tasks outlined at the high-quality development conferences of Guangdong province and Guangzhou city. The district conference aimed to further promote the spirit of "restarting entrepreneurship and standing at the forefront" across the district, sending a clear signal to society to strive hard and make progress, and start a fresh year with the determination to seize opportunities and compete for leadership. Tan Minghe, the district's Party secretary, attended the conference and delivered remarks. Chen Jianrong, the district's deputy Party secretary and district head, presided over the meeting. Lan Xiaohuan, director of the Standing Committee of the district's People's Congress, and Shao Guoming, chairman of the District Committee of the Chinese People's Political Consultative Conference (CPPCC), were also present.

谭明鹤表示，今年是“十四五”规划收官之年，是十五运会和残特奥会举办之年，是天河建区40周年。天河肩负“经济大区挑大梁”重任，要撸起袖子加油干，以奋斗的汗水，在天河发展史上写下浓墨重彩的一笔。

Tan said that 2025 marks the final year of the 14th Five-Year Plan (2021-25), the year of the 15th National Games of the People's Republic of China, and the 40th anniversary of the establishment of Tianhe district. Tianhe bears the responsibility of being a "major economic district" and must roll up its sleeves and work hard, writing down a remarkable chapter in the history of Tianhe's development with the sweat of its efforts.

天河区提出，今年经济发展主要目标是地区生产总值超6900亿元、增长5.5%左右，固定资产投资额超840亿元、增长8%以上，商品销售总额超1.3万亿元，社会消费品零售总额超2200亿元，现代服务业增加值占地区生产总值比重70%以上。

Tianhe has set the main economic development goals for this year: a regional GDP exceeding 690 billion yuan ($94.68 billion) with a growth of approximately 5.5 percent, fixed asset investment exceeding 84 billion yuan with a growth of more than 8 percent, total retail sales of consumer goods exceeding 1.3 trillion yuan, total retail sales of social consumer goods exceeding 220 billion yuan, and the added value of modern tertiary industry accounting for over 70 percent of the regional GDP.

踏上新征程，天河信心满怀。谭明鹤表示，天河地处战略要冲，位于广州新中轴和活力创新轴的链接点，集聚多个“国字号”平台，多个重点发展片区闻名遐迩，拥有全省最多的“双一流”大学、高等院校，全市最多的科研院所，各类科技人才和在校学生超30万人。天河现代服务业优势突出，再加上人工智能、低空经济、生物医药与健康产业等新兴产业发展壮大、未来产业加快布局，构建起了现代化产业体系的“基本盘”。天河有240多万常住人口，集聚企业61.2万家、占全市26.3%，其中总部企业、“四上”企业、科技类企业数量均居全市第一，吸引着各路英才、各类企业在天河扎根成长壮大。

Embarking on a new journey, Tianhe is filled with confidence. Tan stated that Tianhe is strategically located at the junction of Guangzhou's new central axis and vibrant innovation axis, gathering several national-level platforms and renowned key development zones. It has the most "Double First-Class" universities and higher education institutions in the province, and the most research institutes in Guangzhou, with over 300,000 various types of scientific and technological talents and students. Tianhe's advantages in modern service industries being prominent, coupled with the development and expansion of emerging industries such as artificial intelligence, low-altitude economy, biomedicine, health industries, and the accelerated layout of future industries, a basic structure for the modern industrial system has been established. Tianhe has a permanent resident population of over 2.4 million, holding 612,000 enterprises, which accounts for 26.3 percent of Guangzhou, with the number of enterprises settling headquarters in the district, "four above" enterprises (enterprises that are above the designated level, registered for tax purposes and complies with tax laws, included in the national or local statistical system, subject to government statistical oversight by rules) and technology-based enterprises ranking first in the city, attracting talents and various enterprises to grow and thrive in Tianhe.

踏上新征程，天河决心如磐。天河紧密衔接市“12218”现代化产业体系，提出构建8个战略性新兴产业引领、4个未来产业“抢滩”、6个现代服务业支撑的“12126”现代化产业体系。天河将以最强的决心、最大的力度、最实的举措大抓产业、抓大产业，掀起新一轮产业大发展热潮，力争全年新引进百亿级产业项目3个、世界500强企业投资项目10个，新增“四上”企业1500家、规上高新技术企业100家。

Tianhe is determined to embark on a new journey. Tianhe closely connects with Guangzhou's "12218" modern industrial system, proposing a modern industrial system led by eight strategic emerging industries, with four future industries making a splash, and six modern service industries providing support. Tianhe will highlight industries, and focus on major industries with the strongest determination, greatest effort, and most practical measures, creating a new wave of industrial development, striving to introduce three new projects of over 10 billion yuan and 10 investment projects from Fortune Global 500 companies, as well as adding 1,500 new "four above" enterprises and 100 scaled high-tech enterprises throughout the year.

谭明鹤表示，天河区将突出科技创新引领，进一步传承发扬“科韵路精神”，充分释放资源优势、创新潜力，实现从科技强到企业强、产业强、经济强。天河将强化资源要素供给，统筹推动政策资金、土地资源、产业载体、科教人才等各类资源要素向重点产业领域倾斜，举全区之力支持重点产业和企业加快发展、做大做强。天河将提升服务保障效能，坚持把优化营商环境作为“一号工程”，把最好的资源、最优的服务、最温馨的笑容给企业，以营商环境的“高分值”赢得产业发展的“高质量”。

Tan said that Tianhe district will highlight the leading role of technological innovation, further inherit and promote the "spirit of Keyun Road", and fully unleash resource advantages and innovative potential, achieving the transition from a strong technology base to strong enterprises, industries, and economy. Tianhe will strengthen the supply of resource elements, coordinate the policy funding, land resources, industrial carriers, and scientific education talents to tilt toward key industrial areas, and mobilize the whole district to support the accelerated development and strengthening of key industries and enterprises. Tianhe will enhance service guarantee efficiency, persistently regard optimizing the business environment as the most critical project, provide the best resources, the best services, and the warmest attitude to enterprises, and achieve high quality in industrial development with a "high score" in the business environment.

踏上新征程，天河干劲十足。谭明鹤强调，各级党员领导干部要铆足“拼”的劲头，突出“实”的作风，把精力集中到抓落实、促发展中。要进一步增强服务企业、服务发展的责任感使命感紧迫感，竭尽所能帮助企业解决困难问题，做到无事不扰、有求必应。

Tianhe is full of momentum to embark on a new journey. Tan added that Party cadres at all levels should be highly motivated, being pragmatic, concentrating efforts on implementation, and promoting development. They should further enhance the sense of responsibility, mission, and urgency in serving enterprises and development, and do their utmost to help enterprises resolve difficulties, ensuring that there is no disturbance when there is nothing to discuss and responding to all requests.

陈建荣表示，天河将大力推动产业体系向新图强，紧盯科技前沿、产业“风口”发展人工智能、智能装备与机器人等战略性新兴产业和未来产业，广泛应用数智技术、绿色技术推动现代服务业提质增效，打响“天河服务”品牌，加快构建“12126”现代化产业体系。大力推动产业科技互促双强，与高校科研院所建立更加紧密的深度对接机制，强化企业创新主体地位，通过“有组织的科研”“有组织的转化”推动产学研深度融合、上下游融通创新，培育高质量发展新动能，擦亮“天河科创”品牌。大力推动营商环境优化升级，持续加大改革创新力度，积极探索“沙盒监管”新模式，推动政策“直达快享”“免申即享”，增加优质教育医疗资源供给，提供更加充裕的“生产、生活、生态”融合空间，千方百计为企业和人才搭平台、链资源、解困难、促成长。

Chen Jianrong stated that Tianhe will vigorously promote the industrial system towards new aspirations, focus on the technological frontier and industrial opportunities, develop strategic emerging industries and future industries such as artificial intelligence, smart equipment, and robotics, widely apply digital intelligence and green technologies to improve the quality and efficiency of modern services, make the service of Tianhe more renowned, and accelerate the construction of the "12126" modern industrial system. The district will vigorously promote mutual enhancement between industry and technology, establish a closer deep docking mechanism with universities and research institutes, strengthen the position of enterprises as the main body of innovation, promote the deep integration of production, education, and research through organized research and transformation, foster new driving forces for high-quality development and brighten the brand of "Tianhe Science and Technology Innovation". The district will vigorously push for the optimization and upgrading of the business environment, continuously intensify reform and innovation efforts, explore new models of "sandbox supervision", promote policies that are quick and direct and enjoyable without application, expand high-quality educational and medical resources, provide more ample space for the integration of production, life, and ecology, and do everything possible to provide platforms, chains, and solutions to difficulties for enterprises and talents, and promote their growth.

会上，部分区属部门、街道、企业代表在发言中亮目标、亮行动，立下“军令状”，吹响“冲锋号”，掀起比学赶超、赛龙夺锦的奋斗热潮。科学家、高校科研院所代表相继发言，相向而行、同向发力，大胆闯、放手干，下好产业发展“先手棋”，跑出天河发展“加速度”，在推进中国式现代化的天河实践中开启新的征程、创造新的辉煌。

At the conference, representatives from district departments, sub-districts, and enterprises highlighted their goals and actions, made pledges, sounded the "charge horn", and instilled a wave of striving for excellence and competitiveness. Scientists and representatives from universities and research institutes spoke in succession, working in the same direction. They explored and made a strategic move in industrial development and achieved accelerated development of Tianhe to embark on a new journey and create new brilliance in the Tianhe practice of advancing Chinese modernization.

区委、区人大常委会、区政府、区政协领导同志，中国科学院院士代表，区法院、区检察院、天河科技园管委会主要负责同志，区属各部门、各街道、各民主党派、各国有企业、各村改制公司和驻地有关单位主要负责同志，以及约100名企业和科技、教育界代表参加会议。

Leaders of the CPC Tianhe District Committee, the Standing Committee of Tianhe District People's Congress, Tianhe People's Government, and the CPPCC Tianhe District Committee, representatives of academicians of the Chinese Academy of Sciences, executive comrades from the court and the procuratorate of the district, and Tianhe Technology Park management committee, as well as executive comrades from district departments, sub-districts, democratic parties, State-owned enterprises, reformed village-level companies, and relevant units stationed in the district, along with about 100 representatives from enterprises and the technology and education sectors attended the meeting.
