Guangzhou's Tianhe district recently launched an emergency management plan for the 14th Five-Year Plan (2021-25) period.

A "4+X" command mode for emergency incidents will be established during the period.

This mode has four departments of emergency management as its core: fire rescue, public security, and hygiene and health. Other participating departments include traffic police, electricity and communications,

The construction of seven major engineering projects will be accelerated to build a three-tier event reporting and emergency disposal mechanism that links the district's 21 neighborhoods and 230 communities.

Three city-level ones will also be established at the Tianhe Sports Center, the Guangdong Olympic Sports Center, as well as the area between the South China University of Technology and the South China Agricultural University.

After all these shelters have been completed, the total area of emergency shelters in Tianhe is expected to total 2.99 million sq m.
