Guangzhou's Tianhe district is seeking public opinion on its measures to accelerate the high-quality development of modern urban industries, especially energy supply, urban consumption, intelligent manufacturing, and health.

For recently-established enterprises that are seen as being beneficial to the district's development of modern urban industries, a one-time award of 1 percent of their industrial output value in the first fiscal year will be given if they realize an industrial output value of over 50 million yuan ($6.9 million) in the first fiscal year. The maximum amount shall not exceed 20 million yuan.

Manufacturing enterprises which have recently set up operations in Tianhe and can support the development of the district's modern urban industries will receive a subsidy for equipment relocation, installation and site decoration in accordance with the standard of 500 yuan per square meters or 800 yuan per sq m if they have an industrial output value between 100 million yuan to 500 million yuan, or more 500 million yuan, respectively.

A maximum of 2 million yuan will be granted to those who introduce Global Fortune 500 companies, headquarters of central enterprises, national-level specialized, elaborative, characteristic and innovative enterprises, single-product champion enterprises in manufacturing, listed companies, and modern urban industrial headquarters enterprises.

Contract research organizations (CRO) which rent self-use office space in the district's modern urban industrial parks or qualified life health industrial parks will be given a subsidy equal to 50 percent of their actual rent. The maximum amount is 1 million yuan per enterprise per year.

A one-time award of 2.5 million yuan or 1 million yuan will be given to enterprises that are recognized as national single-product champions in manufacturing, or "little giant" enterprises, for the first time. Industrial enterprises above the designated size which are identified as single-product champions in manufacturing can receive a reward of 500,000 yuan.

Industrial enterprises above the designated size that have been identified as national enterprise technology centers and manufacturing innovation centers for the first time will be given one-time subsidy of 1 million yuan. Those, which have been recognized as provincial-level enterprise technology centers and manufacturing innovation centers will receive 500,000 yuan.

Manufacturing enterprises above the designated size and with an industrial output value of over 100 million will receive an interest subsidy equal to 3 percent of their loan amount if they obtain loans from banks in Tianhe. The maximum amount will be 300,000 yuan.
