Tianhe to boost consumption, innovation in 2023
The high-quality development of the Tianhe Road Business Circle in Guangzhou's Tianhe district will be accelerated in 2023, according to a Guangzhou government work report that was delivered at the third session of the 16th Guangzhou Municipal People's Congress on Jan 7.
In 2023, Guangzhou will optimize the overall layout of the city in a bid to become an international consumption center. It will accelerate the construction of landmark commercial complexes, and promote the high-quality development of business circles like the Tianhe Road and Beijing Road business circles.
It will also build high-standard carriers for industrial development, and upgrade the level of innovation in areas such as Tianhe Smart City. During the 14th Five-Year Plan period (2021-25), Tianhe Smart City will add 4.48 million square meters of carrier space, and accelerate the 200-billion-yuan ($29.51-billion) construction of industrial parks for next-generation information technology and intelligent and new energy vehicles.
The district will build several emerging industrial parks for industrial internet and other modern urban industries, as well as strive to become a leading area for collaborative innovation in science and technology in the Guangdong-Hong Kong-Macao Greater Bay Area.

The development of modern services will be advanced in Guangzhou this year. It will introduce a policy system for high-quality financial development, increase support for the financial sector, and attract the headquarters and regional headquarters of financial institutions and financial trading platforms to gather in the city. Tianhe's Guangzhou International Financial City is positioned as a demonstration area for financial cooperation between Guangdong, Hong Kong and Macao.
In addition, Guangzhou will focus on stimulating the cultural innovation and creativity in 2023, and promote the high-level operation of the cultural attractions such as the new Cantonese Opera Theater in Tianhe.
Guangzhou plans to accelerate the construction and development of its national digital service export base. In 2020, Tianhe central business district was recognized as a national-level digital service export base, being the only one of its kind in Guangdong province. Currently, the base has gathered nearly 20,000 digital service enterprises and has formed two headquarters clusters for digital creativity and digital trade.

The work report goes on further to state that the construction of the Guangdong-Hong Kong-Macao Greater Bay Area School at Tsinghua University High School in Tianhe will be promoted in 2023. The South China National Botanical Garden will also be promoted to comprehensively improve the city's urban ecological greening.
