The 10th Tianhe district congress of the Communist Party of China (CPC) announced the district's development plans for the next five years before concluding on Sept 29.

Tianhe will make every effort to build itself into a service highland in the Guangdong-Hong Kong-Macao Greater Bay Area, and focus on the development of industries like modern services and digital finance.

The district will build itself into a model modern international business environment. It will fully implement the current negative list for market access and encourage the free flow of factors of all kinds while strengthening the fair competition system and law enforcement to safeguard the legitimate interests of all market entities.

Tianhe will boost the coordinated development of regions in the next five years to promote common prosperity. It will advance urban renewal and build beautiful villages at the same time as well as deepen the reform of the collective property rights system in villages.

Green development will also be promoted in the district to build a suitable environment for living, working and traveling.

The district is devoted to improving people's wellbeing. It will further implement three programs to train Cantonese chefs, skilled workers and housekeepers to assist key groups in finding jobs. It is estimated that more than 200,000 new urban jobs will be created in the next five years.

Planning and construction of the Second People's Hospital in Tianhe district and medical science centers for oncology, stomatology and orthopedics will be accelerated to improve the community-level health service system. By 2025, there will be nearly six practicing doctors for every 1,000 permanent residents in the district.
