Foreign nationals, enterprises and organizations requesting non-litigation legal services in Guangzhou should hire only lawyers holding a PRC legal practice license. Guangzhou-based representative offices of foreign law firms and their staff are allowed to provide counseling services not relating to Chinese laws. Foreign nationals, enterprises and organizations filing a lawsuit or responding to a lawsuit may hire a person from their own country as the agent ad litem or engage a lawyer from their own country as the agent ad litem in an advisory or non-lawyer capacity. If they need to engage a lawyer as the agent ad litem for the lawsuit, they must also hire a PRC lawyer as the primary active legal representative.
