The first phase of the Pearl Bay starting area's river-crossing passageway is expected to start construction by the end of 2022 and be completed and opened to traffic by the end of 2025.

The 1.09-kilometer river-crossing passageway plans to connect Lingshan and Hengli islands through tunnels. The project's construction includes ancillary works, such as lighting, heating, ventilation, landscape, and monitoring works.

In the project's first phase, access ramps will be set at Jiangling South Road, Hengli East Avenue, as well as Xingcan Road to connect the ground road and underground ring road. Open excavation will be used for the project's land section, while a pipe sinking method is expected to be adopted for its water section.

The project's mainlines have been classified as the main trunk roads. With a two-way six-lane scale and a designated speed of 50 km per hour, the passageway will enable the passing of all kinds of passenger transport upon operation.
