Management Measures of Guangzhou Nansha New Area of China (Guangdong) Pilot Free Trade Zone of for Recognition Qualifications of Hong Kong and Macao Engineering and Consulting Enterprises and Professionals
Article 1 In order to promote the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, facilitate engineering and consulting enterprises and professionals from Hong Kong Special Administrative Region and Macao special Administrative Region to provide convenient and orderly services in Guangzhou Nansha New Area of China (Guangdong) Pilot Free Trade Zone, and accelerate the development of the Demonstration Zone for Comprehensive Cooperation between Guangdong, Hong Kong and Macao, in accordance with relevant laws, administrative regulations, and the Notice of Guangdong Provincial Department of Housing and Urban-Rural Development on Issuing the Interim Measures for the Management of Pilot Program of Engineering Construction Consulting Enterprises and Professionals from Hong Kong in Mainland Cities in Guangdong-Hong Kong-Macao Greater Bay Area, and in light of the realities of Nansha New Area, these measures are hereby formulated.
Article 2 Enterprises with engineering and consulting qualifications in Hong Kong and Macao (hereinafter referred to as "Hong Kong and Macao Enterprises") and professionals with practice qualifications in the same regions (hereinafter referred to as the "Hong Kong and Macao Professionals") can directly provide services within Nansha New Area, as long as they meet the specified conditions and have been legally registered.
Article 3 The construction administration department in Nansha New Area shall be responsible for managing the registration of Hong Kong and Macao Enterprises and Professionals, and shall be responsible for following up on communication and coordination with the superior authorities. Other relevant administration authorities and the construction organizations of centralized investment projects shall serve as cooperation units.
Article 4 Hong Kong and Macao Enterprises directly providing services in Nansha New Area shall also meet the following conditions:
(I) Enterprises engaged in architectural survey, design, construction, supervision, cost and other engineering businesses and consulting services (except those temporarily prohibited by Chinese mainland laws and regulations), mainly including architects' offices, surveyors' offices, landscape architects' offices, engineering construction consulting companies, and construction enterprises.
(II) Consulting or design enterprises that have been commercially registered in Hong Kong and registered with legal societies or associations, consulting or design enterprises that have been commercially registered and made legal registration in Macao, or construction enterprises that have been commercially registered and made legal registration in Hong Kong and Macao;
(III) The enterprise shall have conducted engineering and consulting businesses continuously in Hong Kong and Macao for no less than two years; for construction enterprises, no less than five years;
