History of administrative divisions in Baiyun

In January 1958, Yubei and Yudong areas of Panyu county were included in Guangzhou. So far, the suburban areas surrounding Guangzhou have taken shape, covering an area of about 1,400 square kilometers. In August of the same year, Guangzhou started to establish 12 people's communes. In November, the CPC Guangzhou outskirt committee and Guangzhou outskirt people's committee were established and rated as county-level organizations.

In March 1959, the two committees were withdrawn and the previous organizational system was restored.

In April 1959, Nanhai’s Haibei, Longxi and Xiushui brigades and Pingzhou commune’s Haizhong and Hainan brigades were incorporated by the Hedong commune in the suburban district of Guangzhou; Sanyuanli commune took over Hengsha and Shafeng brigades in Lishui commune of Nanhai. The transferred population totaled 16,100 and the involved agricultural acreage reached 1,500 hectares.

In May 1960, Guangzhou’s suburban district was withdrawn and divided into four people's communes: Jiangcun, Huangpu, Fangcun and Liangtian. In July, the four communes were adjusted to the three district-level communes of Jiangcun, Huangpu and Fangcun.

On May 11, 1962, the three communes were merged to re-establish the suburban district of Guangzhou, and the CPC suburban district committee and the suburban people's committee were founded.

In March 1965, Renhe, Jiangcun and Shilong communes, Jianggao township and Yayao farm were incorporated by Huaxian county and back to suburban district in January 1967.

In February 1973, Huangpu regained its authority and had seven brigades of Changzhou, Maogang, Hengsha, Xiasha, Wenchong, Jitang and Shuangsha from the previous Huangpu commune and the Huangpu port under its jurisdiction.

In May 1975, seven brigades: Nangang, Xiayuan, Nanwan, Shapu, Miaotou, Bigang and Canglian, were assigned to Huangpu district from Luogang commune.

Since then, organization and zoning in the area have ushered in a relatively stable period. At that time, suburban district’s land totaled 1,295 square kilometers and the population was more than 1.14 million.

In June 1980, Guangzhou suburban revolutionary committee upgraded to Guangzhou suburban people's government.

In June 1981, Kuangquan sub-district was established to administrate residents in Sanyuanli commune.

Following communes and brigades’ upgrade into districts and townships in 1984, suburban district had 14 district offices, 243 township governments and a fisheries association.

In May 1985, the jurisdiction of suburban district shrank, and Tianhe and Fangcun districts were established following the separation of districts and administrative sub-districts.

In December 1986, the suburban district office was withdrawn and 12 townships and Sanyuanli sub-district were constructed.

On Jan 23, 1987, the suburban district was renamed Baiyun district and included in the administration of urban Guangzhou. Covering an area of 1,042 square kilometers, Baiyun district covered 12 townships, three administrative sub-districts and one fishery association.

In April 1987, five villages and two residential areas of Tonghe and Jingxi under Baiyunshan farm were rebuilt as Tonghe township.
