Better urban and rural environment

Baiyun will better implement spatial development, conduct urban renewal, accelerate integrated development of urban and rural areas, improve infrastructure, optimize the ecological environment, enhance urban quality, and seek green transformation of production and lifestyles so as to build modern central areas, beautiful villages and a more pleasant urban and rural environment featuring a blue sky, lush mountains and clear waters.

Adequate efforts to ensure people’s livelihood

Resident income growth will be basically synchronized with economic growth, rural revitalization will make remarkable progress, the public service system will be improved, and social fairness and justice will be enhanced. Baiyun’s goals of adequate education, excellent training, decent income, livable environment, convenient transportation, medical treatment, seniors’ healthcare, social assistance and quick response will be achieved to meet the people’s ever-growing need for a better life. Common prosperity will make more obvious and substantial progress.

Improved governance system

Baiyun will establish a social governance pattern with the enforcement of orders and prohibitions as well as quick response. Governance capabilities in rule of law, social security and emergency management will be improved, major risks will be prevented, and a more harmonious and stable society will be achieved. The district’s safety and stability, rule of law, and intelligence will reach a higher level.

A more civilized and advanced society

Core socialist values will be rooted deeply in the hearts of Baiyun residents. The ideological and ethical standards, the scientific and cultural literacy and the physical and mental health of the general public will be significantly improved. Cultural activities will become more diverse. Increasing efforts will be made to inherit and innovate “red” culture and “Lingnan” culture and to improve the public cultural service system and the cultural industry system to enhance Baiyun’s cultural influence.
