Seizing various opportunities brought by the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the Shenzhen Pilot Demonstration Zone, Baiyun district aims to implement its five-year double growth plan and build a modern industrial system driven by “one park, one city, and one demonstration zone” (Guangzhou Private Science and Technology Park, Baiyun Lake Digital Technology City, and the Modern Urban Agriculture Demonstration Zone), to rank top among districts in Guangzhou in terms of economic aggregate during the 14th Five-Year Plan period (2021-25).

The opportunities include the integrated development of Guangzhou and Shenzhen, the establishment of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, and the high-quality development of the Pearl River Delta.
