Guangzhou discovers 1 COVID-19 positive person from another province

During the testing undertaken for people traveling from other provinces to Guangzhou on March 16, one COVID-19 individual (with minor symptoms) was found in the Huadu district. The patient was taken to Guangzhou Medical University's No. 8 Affiliated Hospital for treatment and quarantine. Below are the details:

The patient is a 32-year-old woman who took train D3311 from outside Guangdong to Guangzhou East Railway Station and then she took a taxi to Aiqinhai Huayuan Community in Huadu district. The patient tested negative after her arrival at Guangzhou East Railway Station. Required by the protocol of "Two Tests within Three Days", she went to Huadu district People's Hospital of Guangzhou (Baohua Branch) for a second test on March 16, and the result came back positive. Further confirmation by Guangzhou CDC and consultation by the medical treatment experts concluded that the patient had been infected by SARS-Cov-2 (with mild symptoms). 

In response, the Huadu district launched an emergency plan that includes epidemiological investigation, contact tracing, as well as control, sampling, and disinfection measures at key exposure sites. Currently, every identified close and secondary contact has been quarantined, and COVID-19 testing, sourcing, and other response measures are well underway.

Following COVID-19 control and prevention requirements, the Xinhua neighborhood in Huadu district designated lockdown zones, partial lockdown zones, and restricted zones as follows (see the chart below). Corresponding containment measures have been in place since March 17, 2022.

Lockdown zones: The entire building where Xu Shaojian's Clinic is located, as well as the Aiqinhai Huayuan Community. The above-mentioned areas will be entirely shut down, with all residents confined to obligatory home quarantine while essential services and products are delivered to their doorsteps.

Partial lockdown zones: The region bordered on the south by Wuhua Street and Dabu Avenue, on the north by Wuhua Sanshe South Inner Street, on the east by Jiangxiaocha Tea Shop, No 6-9 Dabu Avenue to Cainiao Post Station, No 6-1 Dabu Avenue, and on the west by Wuhua Park and Qiaoyuan Community. Residents in this area are not permitted to leave the partial lockdown zones, and gatherings are forbidden. The following safeguards have been put in place:

1. Food and beverage establishments and wholesale markets in the area will be suspended (except for farmers' markets), such as karaoke establishments, cinemas, fitness centers, indoor swimming pools, bars, bathing centers, and other enclosed spaces will be closed, and all training institutions (including childcare centers) shall suspend offline services. A certain number of well-ventilated supermarkets and farmers' markets are permitted to resume business on the premise that their staff will not leave the partial lockdown zones and wear a mask throughout the work.

2. Residents in this area shall not leave the partial lockdown zones. They need to use passes to go out and shall follow the regulated schedule. Groceries shopping, delivery collecting, and nucleic acid testing must be done on a staggered schedule.

Restricted zones: The region enclosed by Fenghua Road to the south, the first row of buildings to the south of Baohua Road to the north, Jianshe North Road to the east, and Huacheng North Road to the west (excluding Baohua Road, lockdown zones, and partial lockdown zones). Gatherings are highly regulated and strong management procedures are in place. The following precautions have been put in place:

1. Residents in the restricted zones shall not leave unless necessary. Residents who have to travel for medical treatment or special work purposes need to present a negative COVID-19 test within 48 hours. 

2. Large-scale gatherings will be halted, and group activities will be closely regulated to keep the number of people present to a minimum.

3. Safety protocols, such as taking temperatures, scanning and showing health codes, and wearing masks shall be in place at all entrances. All packages and deliveries are not allowed to enter communities or any building in urban villages.

4. The wholesale markets (except for farmers' markets) and the indoor enclosed spaces such as karaoke, chess, and card rooms, movie theaters, internet cafes, KTV, bars, billiard rooms, museums, libraries, fitness centers, indoor swimming pools, bathing centers, and training institutions will be closed, and all training institutions (including childcare centers) will suspend offline services. Supermarkets and farmers' markets should ensure good ventilation, restrict the flow of people and encourage non-cash payment. The number of staff and opening hours of restaurants and canteens shall be restricted and dine-in services shall be suspended. Public transportation in the area shall conduct an entry limit of no more than 50 percent of its maximum capacity.

5. One COVID-19 test for every resident in the area will be conducted within 24 hours. Subsequent tests will be decided according to actual needs.

This notice is implemented on the day of its release and will be adjusted on a dynamic basis according to the COVID-19 risk assessment results. 

In order to curb the spread of COVID-19 and ensure the safety of all residents, please report to your community (village) committee, get tested at the nearest site, and comply with relevant COVID-19 control and prevention measures if you have traveled to the following possible exposure sites during the listed dates. Possible exposure sites are:

March 14-16 - Aiqinhai Jiayuan Community (100 meters east of the intersection of Datanbu 1st Street and Wuhua Street, Hudu district)

March 14  -Guangzhou East Railway Station (Train D3311), Jishengyuan Pharmacy (No 1 Alley 7 of Wuhua Sanshe North Street, Datanbu 1st Street, Huadu district)

March 15 - Lanzhou Noodles (Wuhua Street), Xu Shaojian's Clinic (No 5 Alley 9 of Sanshe North Street, Huadu district)

March 15-16 - Top Disco (No 23 Zhanqian Road, Huadu district)

March 16 - Huadu District People's Hospital of Guangzhou (Baohua Branch), Lingdian Supermarket (Wuhua Street Branch, Huadu district)

Please strengthen personal protection. Please wear a mask correctly, wash hands often, maintain good ventilation, and practice social distancing. If you experience symptoms such as a fever, dry cough, fatigue, decreased sense of smell and taste, stuffy nose, runny nose, sore throat, conjunctivitis, muscle pain, or diarrhea, you are advised to seek professional medical advice at the nearest fever clinic with proper personal protection and avoid taking public transportation.
