An open letter to foreign nationals living in Guangzhou regarding health declaration

At the moment, an increasing number of countries have been hit by the novel coronavirus (COVID-19) outbreak. In order to effectively prevent the further spread of COVID-19, as well as protect the safety and health of you, your family, and the general public, we hereby inform you of the following items in accordance with the stipulations of the Law of the People's Republic of China on the Prevention and Treatment of Infectious Diseases. We hope you can understand and proactively support our disease prevention and control efforts.

1. If you had travelled to another country in the past 14 days, according to the regulations of the state and Guangdong province, you are required to take a throat swab to go through a nucleic acid test for SARS-CoV-2. You are also required to undergo medical observation at quarantine facilities for 14 days.

2. If you are a foreign national living in Guangzhou or travelling in Guangzhou for business or leisure, you must declare your personal health status and travel history via the Suikang WeChat mini program upon arrival. You need to obtain a Yuekang Code and a Suikang Code on the mini program.

You will need to present your Yuekang Code and Suikang Code when entering into or going out of places like residential blocks, hotels, and shopping malls. If you haven’t received a SARS-CoV-2 nucleic acid test after entering China, you should go through a throat swab based SARS-CoV-2 nucleic acid test and serum antibody test, both of which are free of charge. You can contact your residential community committees to get tested. 

3. You should abide by the law and follow the health monitoring rules of the local neighbourhood and residential community committees. You should follow the regulations and present your Suikang Code, monitor your body temperature, and have your throat swab taken when you are asked to do so. You should also work with disease control centers for epidemiological investigation when necessary.

4. During your stay in Guangzhou, you should take proper precautions. You should minimize outdoor activities and avoid visiting crowded places. You should not organize or participate in group activities like parties or group meals. You should wear a mask properly when using public transport, as well as entering into supermarkets, shopping malls, hospitals, and restaurants. You should keep a safe distance from others (more than 1 meter).

5. Please pay attention to your personal hygiene and closely monitor your health. If you are showing symptoms like fever, cough, chest tightness, and fatigue, you should immediately wear a mask and visit the fever clinic of nearby medical care facilities. You should avoid using public transport under such circumstances. The Guangzhou public health hotlines 12320 and 960169 offer 24-hour health consultations.

6. Please do your part in facilitating community health service administration. Those who deliberately concealed their information to escape mandatory quarantine, those who violated the rules of community health service administration, those who failed to take the initiative to obtain the Yuekang Code and Suikang Code, those who failed to apply for a SARS-CoV-2 nucleic test or refused to take the test, and those who caused the further spread of COVID-19 or posed transmission risks will be held legally liable in accordance with the laws and regulations of China.
